An expert recommended me to use visual basic 2008 version portable. Is there any visual basic 2008 in portable? and Is it possible to take it without installing the legal package?

Visual Basic is not open source, so you can’t make it portable. PortableApps makes open source applications portable. Only Microsoft has access to it’s code. You can’t get it legal. You can use Open Source Ide for Visual Basic in exchange of Visual Basic Portable. It’s also known as SharpDevelop and is mostly portable. Or you can try GNAVI who is also open source alternative for Visual Basic.
