Using the Layers feature in Photoshop Elements?

I would like to know whether it is possible to retrieve the JPEG photo file by combining two identical photos,

One exposed to light color sky and the other exposed to dark color foreground,

using the Layers feature in Photoshop Elements?

Can Some one please help me with this?

The layer feature is a very powerful tool in Photoshop. The layer feature can be used to bring out amazing photo manipulations, and to keep the work in an organized way. Layer feature also enables editing of individual components used in design. 

For combining two identical photos at once, what you need to do is to 

First open the Photoshop software and open the first photo using the open menu in Photoshop > then go to the layers menu > Click add new layer > enter the layer name. In the layer manager present at the right hand side of the software window you can see the two layers > Now go to the folder where the second photo is present and drag it into the Photoshop widow > now this photo will be seen in Photoshop over the first photo > if you want to resize the photo, drag at the corner or hit enter > once you have positioned the second photo over the first.

Go to the layer side bar and there you can adjust the opacity, layer properties etc and create a combination of the two photos as needed. Try to experiment with it till you get the satisfactory result. Then go to the file option and click save for web and device. There you can save it as jpeg format.
