I am often unable to log in to Enterprise Manager and Console on the Weblogic server with the same login credentials that fail on OBIEE? What is the cause of this problem, and how do I solve this?

The possible cause of this may be that the policy manager may be down.
Follow the steps below:
1. You have to login into EM.
2. Then expand Internal Applications>wsm-pm(Admin Server).
3. Check whether the policy manager is down.
