I had the same issue with my server. Neither reinstalling the software nor all the suggestions here help. It was even difficult for Microsoft to fix this, but at the end my solution was:

It turns out that the problem was a domain trust in a defective one which you did not delete. After the removal of that and the propagation of change across all the DCs, I could start the WDS service and PXE boot all my clients!

If you receive that error when running a program or when starting Microsoft Windows, try restarting the computer. See if this works. If this fails, restart your computer and boot using the last known good configuration. To do this, restart your computer normally then press F8 before the Windows logo appears.

In the “Advanced Boot Options” screen, look for and select “Last known good configuration” then press Enter to boot. See if this works. If this doesn’t work and a program requires the service to run, try starting it manually. Click “Start,” “Control Panel,” “Performance and Maintenance,” “Administrative Tools,” and then “Services.” Look for the service you want to start then select it.

Right-click on it and select “Properties.” On the next screen, in “Startup type,” set it to “Automatic” then click “Start” to manually start the service then click “OK.”
