Problem in display unit shows too color effect

Whenever I turn on my computer, Windows started normally, but in the monitor display windows with huge color effect. 

I can't even see the start menu bar or anything else in the desktop screen. 

What should I do to this problem?

Problem in display unit shows too color effect

You are encountering a video driver problem, because your explanation says that your are experiencing a huge color effect while it starting normally. Try reinstalling the operating system again, because it is very hard to navigate when you can not see the whole Graphical User Interface in the monitor.

If the problem is not fix, then consider buying a new video card, provided that it supports your motherboard slot and install the software that comes with the card as well.

You can also try the right click properties method or display options (whichever is available to you) to change the resolution, if you can view it.
