Dear Marcus Shawn,

This error “Licensing has stopped working” in Adobe Flash Professional usually occurred time to time. There are some steps for fixing that issue.

Step   1: Do licensing service update.

Step  2: Set FLEXnet licensing service to manual and start service again.

Step  3: Rename FLEXnet data folder.

Step  4: Reset your permissions in licensing service data folder.

Step  5: Reset your permissions in adobe PCD folder.

Step  6: Remove SQLite journaling file.

Other solution: Contact adobe technical support team.

Note: Perform the solutions mentioned above in order. Do not continue to next solution, if a prior solution resolves the issue.
