The XLSX file you want to open is the default file format used in Microsoft Office Excel 2007 and higher that’s why you cannot open it in Microsoft Office Excel 2003. For Microsoft Office Excel 2003, the default file format used is XLS.

If you need to open that XLSX file but you don’t have Microsoft Office Excel 2007 or higher, you can upload it to Google Drive if you have a Google account and open the file in Google Sheets.
