My outlook 2007 is unable to display Desktop Mail alerts that display the incoming message snapshots. I have tried all the possibilities but cannot resolve the issue. Please help me.

You can try to run your Outlook as Administrator. Once its opened, click on the option preview desktop alert button. Close then reopen outlook as per normal.
Another option you can try to do is to uninstall and reinstall your outlook.
You may also try to edit your registry and change the settings of your Outlook to put the desktop alert. To do that, go to Start > Run > Type Regedit > Go to HKEY_CURRENT_USER > Software > Microsoft > Office > 12.0 > Common >Desktop Alerts and set the values of the following options to the below settings
"Opacity"=dword:000000d4
"TimeOn"=dword:00006978
"XOffset"=dword:00000005
"YOffset"=dword:00000005
"Corner"=dword:00000003
