The missing or cannot find hal.dll

Hal.dll corruption or missing is due to the fallacious boot.ini in ROM of the system. When operating system is not loaded properly on ROM or boot operations retrieve wrong information. For example a system has a hard drive partitioned in a manner of drive C and D. The boot loader may take it like:

Default=multi(0)disk(0)rdisk(0)partition(3)WINDOWS

[Operating system]

multi(0)disk(0)rdisk(0)partition(3)WINDOWS=”Microsoft Windows xp professional.

Here you can notice the enormous thing the system has a hard drive having partition of 2. But boot loader and in fact operating system show ultimately wrong reading of partition (of course because first step is not taken correctly so how could the second step be correct?).
