I'm planning to get my first tablet and I'm looking at the cheap ones that are under $250. I need it to have a WIFI, Bluetooth and a durable screen. I'd like to be able to tweak the interface so Android is much preferable. If it has mini HDMI and USB ports, that would be great. What are my options?

You have a wide selection of tablets under that budget, but i recommend you choose one of the following:
Dell Venue 8 : this is a budget tablet. It utilizes an Android OS that is customized to offer a smooth performance, while the 8 inch slate give a sleek and sporty look. It feature a 2 GHz dual-core Intel Atom processor with 2 GB of RAM and 16 GB of internal storage. Other features include a GPS, wireless broadband capabilities and Bluetooth 4.0, with a rear camera of 5 megapixels.
Amazon Kinde Fire HDX 7 : this is a performance tablet made by the Amazon company and optimized for Web navigation. This one features a 2.2 GHz quad-core processor with 2 GB of RAM, and a new OS called Amazon Android Mojito 3.0. This tabet is also cheap and it's designed for simple Web browsing and occasional gaming.
Google Nexus 7 : the specifications are a bit lower, using a 1.5 GHz Qualcomm Snapdragon processor and 2 GB of RAM, this one features the new Bluetooth 4.0, Wi-Fi connectivity and GPS. Also, the micro-USB port can be used as an HDMI port if you find the right adapter.
Which one you choose depends on what you want and how much you want to spend, and you must understand that cheaper isn't always better.
