It is an application error which is probably caused by an incorrect installation of a program or permissions issue. Since you are not yet sure which application is causing the error or if the other one is only in conflict with the other, try restarting your computer then with Kaspersky still active, try opening TuneUp Utilities 2012 then see what happens.

If you see the same error, try deactivating Kaspersky then start TuneUp Utilities 2012 again. See if it works. If it works with Kaspersky disabled, you should add TuneUp Utilities 2012 in the excluded items of Kaspersky because the two applications are somewhat in conflict with each other or Kaspersky prevents TuneUp Utilities 2012 from working properly.

Also, since you are using an older version, you should upgrade to the latest version. Download and upgrade to TuneUp Utilities 2014. It requires Windows XP, Windows Vista, Windows 7, and Windows 8. This is a free trial version which gives you fifteen days of free usage.
