Issues after cleaning MSC Configuration

I bought my HP desktop computer last two years ago and I have had pleasure using it. This evening I noticed something strange. It says I need to clean up MSC configuration. I am pretty sure that there is something wrong here. I didn’t want to try fixing it because I am afraid I will just make the problem even worse. But my quick hands just did something that made the computer to stop working at all. I tried to start it in recovery mode but why should I do that? It still didn’t work anyway. Then I started it with safe mode and normal mode but it showed me the same thing on the screen. I need some suggestions on how to fix my problem.
