Generally cooling fans are configured to increase their speed when using applications that maximize processor overhead or other heating tasks like burning or writing big files to disk but often fan speed limits are given on BIOS setup which prevents the fan to reach its maximum speed. This can be solved by the following steps.

a) While booting your pc keep pressing f2 or f4 key to open the bios setup menu 

b) Select the rightmost option from the tabs and you would find the option for fan speed at the bottom and set the speed to maximum. That should solve your problem.
