Before you upgrade the OS to the latest version, you have to make sure your device is compatible for the latest version. You can check this in Blackberry official website or call up Blackberry customer service. If you opt to upgrade your OS through blackberry customer care, they will charge you for the service. Another easier option is to go to settings option in your device and click on check for updates and proceed.
