There are some simple steps involved in this matter.
1.  Select the size after loading the image file.
2.  Select eclipse or any other tool according to your need.
3.  Select & set your desired layer size.
4.  Duplicate your work using Alt key.
5.  Repeat the step as many times as you need.
6.  Rotate if necessary.
7.  Use free transform command (Command + Shift + Alt + T)
8.  Now, duplicate the created folder.
9.  Create as many layers as needed using the previous steps.
10. Adjust the hue & saturation.
These are some basic guidelines of turning photos into fractal art.
