Hello, I will help you to solve your fault. This issue come because you have no Rights to register DLL files or the fault can be on your machine which has the access permission issue. Try to run the command through Administrative Rights for this go to start menu then All Programs then Accessories, right-click on Command Prompt
And then Run as Administrator and type your command. It will help you to solve your problem.
