I performed a clean boot on my Windows 8 environment. After restarting the computer, I tried to install a program, but received the error, " The Windows Installer Service could not be accessed". Why did I get this error message? What steps must I follow to successfully install the program again?

If you started your computer or restarted your computer in clean boot state, I’m not sure if you can install a program because some of the services are not running in this condition. The Windows Installer Service is not running in this state and it is the service responsible for installing software on the computer. To install programs, this service must be running normally.

The clean boot state is normally used for troubleshooting just like booting in Safe Mode. You need to boot your computer in normal mode to allow program installation. If the clean boot setting is selected, you have to shift the setting to normal to boot the computer normally.

To boot the computer in normal mode, press the Windows key + R to bring up the “Run” dialog then type without quotes “msconfig” then hit Enter. In “System Configuration” dialog, in “General” tab, select “Normal startup” then click “OK” and then restart the computer. This should boot the computer normally again. After this, try installing your program.
