Hi! There are some websites that allow you to download phpbb for free some of them are these two websites:

http://www.oldversion.com/windows/phpbb-2-0-10 you can download the older version of that site because the latest one has many bugs

https://www.phpbb.com/downloads/ if you really like to download the latest version go to that site but I recommend you the old one.

You can access the Invision power board or the IPB for a list of PHPBB layouts however it is not free, the thing is, their layout is above average that you will love it.

If you want a free PHPBB layout, you can go to forumotion.com, there is a list of PHPBB themes that is available for your forum and is free.
