Working with Adobe Photoshop is so much fun and you can create as you like. Now to rotate a layer of an image, open the image create the layer of select the layer.

To select the layer first, select the move tool from the tool box or you can select the move tool by pressing “v” ; then check the auto select box in the top.  You can also select the layer from the layer box .  To do this press “F7” ; select the layer what you want.

Now you can rotate the image by two ways, one is specific like 90 degree or 180 degree.  So go to edit transform > 90 degree or as you wish. Or press “ctrl + t”.  Now get your mouse cursor to any outer angle, click and drag to rotate.

Hello,

You can rotate an image in Photoshop by using the transform option on an image and then loading the image to your Photoshop.  To change the normal layers can be rotated from the layer background.  To go there, simply right click the layer in the layers box.  You can see the layer background, just select the icon.

After the normal layer, simply rotate the image.  Next using the top menu,  choose the image option and image rotation selecting in the Photoshop and it can allow you to rotate side by side maybe horizontally or vertically and then just simply click the arbitrary to have more control to the image.
