You require a Publisher for that. Make sure you have MS Word, or MS Publisher installed on your PC.

Now Paste the Source Code of your HTML File in MS Word or Publisher, and save it as an HTML file with .htm or .html Extension.

After that, open MS Outlook.

Click on the File menu and Click on the Send option. Now, choose “Page by Email” option and attach the file.

If you want to insert or embed a web page in your email using Microsoft Office Outlook, here’s how it is done in Microsoft Office Outlook 2007. Open your web browser and open the web page you want to insert into Microsoft Office Outlook. After this, start Microsoft Office Outlook then click “View,” “Toolbars,” and then select “Web.”

You need to do this to enable or show the “Search the Web” field. Once the search field appears, go back to your web browser and copy the entire URL in the address bar. In Microsoft Office Outlook, paste the URL into the “Search the Web” field and then hit Enter.

After this, the web page will appear in Microsoft Office Outlook. When the web page opens, click “Actions” and then select “Send Web Page by E-mail.” After this, a compose window will popup. Enter your recipients and then click “Send.” And that’s it.
