Currently Photoshop does not have any system to set default magnification and control, though it has a magnification system.

But not problem can easily change zoom rate or I can say, you can any time zoom in and zoom out the image. 

There are two methods that I know that are described here.

One is only using a keyboard command, hold “ctrl” button and press “+” to zoom in or “-“to zoom out.

Another method is to use the zoom tools to zoom in or zoom out. To select zoom tools, press “z” now you can use it.

Click it to zoom in and “space” click to zoom out.

I am not sure either if there is a way of changing the default zoom value of Adobe Photoshop when opening a new file.

What it usually does is display and makes the image fit on Adobe Photoshop’s work area. If the image’s full dimension is too big to fit the application’s work area, it will automatically zoom out of the image to make it smaller and viewable on the screen.

To make all parts or every detail clearly visible, cropping a portion of the image to a valid size helps.

The image will definitely appear clearer after cropping it and cutting off the area which is not needed or less important.
