Solution 1: Use Verbatim Smart Disk FAT 32 Utility- It provides a free utility to convert hard drive to FAT 32. Run this after unzipping it and running it. You don't need to install it. Select the drive to format and give it a Volume name and click on Format Drive.

Solution 2: Use Fat 32 format- It is a free tool.

Step 1: Select the drive.

Step 2: Choose the allocate unit size.

Step 3: Give a label to the volume.

Step 4: Click on Select.

Solution 3: Use Swiss Knife- It is not for free. Many types of external hard drives can be format using it.
