After doing a repair install of windows on my PC, I am getting a message saying MSE was turned off. I have already tried restarting the device and doing re installs, but now I am getting a Microsoft security essentials error code 0x80070643. Can someone please help me with this?

Fixes For Microsoft Security Essentials Error Code 0x80070643 Error

You may receive error code “0x80070643” when you try to install Microsoft Security Essentials, Windows Live Essentials, or a specific Windows Live application such as Windows Live Messenger. The problem happens because the previous installation or the old installation puts the computer in a state where there is a pending restart. To fix the problem, try restarting the computer then reinstall Microsoft Security Essentials.

When reinstalling, don’t uninstall the existing version. Just run the installer of Microsoft Security Essentials to install over the existing installation. On the other hand, if you receive this error when installing Microsoft Security Essentials, download and run Microsoft Security Essentials Removal Tool to remove any leftover files from your computer.

Once uninstalled, restart your computer and install Microsoft Security Essentials again.
