Excel cell pointer does not move around the worksheet
I have got a problem in my Microsoft Office Excel while doing my assignment in accounting.
My cell pointer does not move when using the navigation keys from cell to cell instead the whole screen or the worksheet moves.
But when I am using the  mouse the cell pointer moves to the cell I have clicked.

Microsoft Office Excel has the option to scroll the worksheet and make the cell pointer stays on the current cell for viewing purposes. Like for instance you want to verify something on the worksheet at it is not visible on the screen, then you want to find it by browsing the area concerned and based on the data you have browsed, from there you will encode a formula or just copying the content of the cell, you can just encode it on the formula bar without going back on the cell.
This option is enabled and also disabled in toggle mode by pressing the Scroll Lock key. Just press the Scroll Lock then you will see a light on your keyboard with the label Scroll Lock.
If the light is on, the scroll lock in your excel worksheet is also enabled and if it is off, the scroll lock on your Microsoft Office excel is also disabled.

Here are some strokes key which can help you with your problem;
Strokes of key                       Movement of Cell Cursor
Right arrow or the Tab               – Cell to the right
Left arrow or Shift+Tab               – Cell to the left
Up arrow                           – Cell up one row
Down arrow                        – Cell down one arrow
Home                              – Cell in Column A (current arrow)
Ctrl+Home                          – First Cell A1 of the worksheet
Ctrl+End or End                     – Worksheet cell at the intersection of last column and the last row with dataÂ
Page up                            – From the same column cell full screen up
Page Down                         – From the same column cell full screen down
Ctrl+Right arrow or end               – In the same row to the right of the first occupied cell which is followed by a blank cell.Â
                                     If there is no a blank cell, pointers goes to the cell at the end of the row
Ctrl+Left arrow or end                –  In the same row to the left of the first occupied cell which is followed by a blank cell
                                    If there is no blank cell,pointers go to the cell at the beginning of the row
Ctrl+Up arrow or end                 – In the same row to the upward portion of the first occupied cell which is followed by a                    Â
                                     blank cell. If there is no blank cell, pointers go to the top of the column
Ctrl+Down arrow or end              – In the same row below the portion of first occupied cell which is followed by a blank Â
                                     cell. If there is no blank cell, pointers go to the bottom of the cell
Ctrl+Page Down                     – Cell pointer is to the next page of the worksheet
Ctrl+Page Up                        – Cell pointer is to the previous page of the worksheet
 When using the above tips just ensure that:

If keystrokes use arrow keys, use arrow on the cursor keypad or unable the Num LockÂ

When moving quickly from one edge to the other with the large tables of cell, use the keys Ctrl+End
-
Hold down Ctrl key while pressing one of the desired key from the four arrow keys to move from edge to edge or from                Â

block to block of the cell

That problem happens when the Scroll Lock key is activated on your keyboard. I tried it myself to see what will happen when the Scroll Lock key is turned on when using Microsoft Office Excel and I just reproduced your problem, the entire screen or workspace moved while the cursor is locked or fixed in one cell.
Turning off or deactivating the Scroll Lock key on the keyboard fixed the problem, I was able to move the cursor again in any cell in the worksheet. If this is your problem, check your keyboard and see if the Scroll Lock key is turned on. If the LED indicator of the Scroll Lock key is activated, press the Scroll Lock key again to deactivate the LED indicator.
Once the key is turned off, move the cursor in the worksheet by pressing the arrow keys on your keyboard.
