For users who are not so familiar with Photobucket, it is an American image and video hosting website, web services suite, and online community with headquarters in Denver, Colorado. It hosts over 10 billion images from 100 million registered users. The website was founded by Darren Crystal and Alex Welch in 2003 and received funding from Trinity Ventures.

In 2007, Photobucket was acquired by Fox Interactive Media then in December 2009, News Corp, Fox’s parent company, sold Photobucket to Ontela, a Seattle mobile imaging startup. After that, Ontela renamed itself to Photobucket Inc. and since then continued operating as Photobucket. This video and image hosting service is not free. It is on a per subscription basis.

It offers three subscription plans: Beginner, Intermediate, and Expert. The Beginner plan is at $5.99 a month while Intermediate is at $7.99. The Expert plan is at $12.99 a month. That would explain why you are not qualified to register as a user. It says there that to register an account, one has to be 16 years old and older. They actually have a free account but as of June 30, 2017, they dropped their free hosting service. Every user now has to start with a paid account.
