I am receiving the error message “Could not complete your request because of a program error” while trying to save a picture edited using PhotoShop Element 5.
I never had this problem before.
Do you have any suggestion in resolving the issue?

I have seen a lot of reasons why you are encountering such problem. You can visit the links and forums below which I have provided to get an idea on how to solve your issue. But first of all try recreating preferences file by doing the following:
Press CTRL+ALT+SHIFT While you are starting your PC
If a message occurred, just click yes
The message commonly says delete adobe PhotoShop file settings
This will all reset your default preferences
Disconnect your internet connection
Reconnect your internet connection and trying saving it.
