Well, you need a huge tool to make this happen, you need a LightScribe DVD writer, which will print on the actual materials (DVD/CD)
Also, there is a small trick to do this, you can print it on a paper and glue it to the DVD itself, and it will look like it's printed on the DVD.
Also, there is a program called Cover XP, use it if you want to make custom DVD covers.

In the case of CD/DVD writing, erasing etc. the best software is, of course, Nero. It is the best software to play with CD/DVD without any confusion. It hardly does any error during any process. Nero Cover Designer is the best of use in your criteria.
Download and install Nero Cover Design from here. It will help you to create any type of cover design of any disc. Follow proceed to create a new cover in Nero CoverDesinger.
1. Click the “Standard symbol”.
2. Go to the “Audio” option >> select “Bubble_Blur template”>>click on “OK”.
3. Click on “Title text field”>> enter the desired title.
4. Click in the “Year of release text field”>>enter the desired data.
5. Click in the “Artist/Publisher text field”>> enter the desired text.
6. Click on the “Apply”
7. Click on the element “Audio/Chapter data”.
8. Click the “Add Track” option multiple times.
9. Now add additional track information:
a) Click on your desired Tract to store additional information.
b) Click in the desired text field to enter your desired information.
c) Click OK after adding all desired information to the tracks.
10. Select the elements which one you wanted to edit from the “View menu”.
11. Double click on the track list to edit.
12. And change the desired settings and click “OK”.
That’s it, easily your new cover will be created.
