To solve this issue, you might need to make sure that you have assigned an IP address range to the VPN server using the following procedure:

• On your computer go to Network and Sharing Center  and then choose Change Adapter Settings.
• Locate Incoming Connection and right click on it.
• Next you will need to click on the Networking tab and double click on the Internet Protocol Version 4 (TCP/IPv4) checkbox.

• Click on the Specify IP addresses option and then type an IP range that is in line with your current router setup.
• Once you are through with the above steps the dial up error should disappear.

If you are using a HUAWEI USB dongle for your dial-up internet, check that you are in an area with good signal reception. On the HUAWEI dashboard, check that your signal reception is high. You will receive that error when your location receives low signal. If you are using a laptop, try transferring to a location where you can receive good signal.

Another workaround is to use a USB extension cable so you can hang your HUAWEI USB dongle near the window where it can receive strong signal. Poor signal can make your internet speed slow. You can have a high speed when the signal reception is excellent. I don’t think those devices flagged by yellow exclamations are the ones causing the error.
