Hello T.Andy,

Without providing the specific Operating System Name, I will assume that you are running a Windows Server 2003.
Internet Explorer Advanced Security Configuration is the one that causes this error. So, you should uninstall it.

SOLUTION

1. Go to Control Panel
2. Click Add or Remove Programs
3. Under Currently Installed Programs, select the Internet Explorer Advanced Security Configuration. (refer to the picture below)

4. Uncheck it.
5. Wait for it to finish

6. Restart the machine
7. Done!

Besides this solution you can apply another techniques too to fix this problem . It looks you have a malware activity in your PC. First analyze what happening in your PC, to do that just go to task manager (Ctrl + Alt + Del) then click on processes tab and check the processes running on your PC.
