I have voip for wave 2 in my device. I want to contact another device using a different software. Can I use voip for wave 2 with other platforms?

You can definitely connect another device on any platform from your Samsung wave 2. For the second user to contact you using VoIP service, his mobile phone must also support VoIP and both the end users should have internet connectivity in the phone. A better Option is to subscribe to a high speed unlimited data plan from your network provider as during VoIP conversation, a lot of data is consumed.
