In Adobe Photoshop CS when I want to save a file from the ‘save as’ menu there I get an option to choose 8/16 bit as shown in the following screen shot
I want to know what this is? What function does this option serve?

This option is about the number of colors you can see on the picture. There are opinions that there is no big difference between this options, but the 16-bit offers better results. With the 8-bit depth you can see around 16.7 million colors and the 16-bit gives you 281 trillion colors. So I can say that you should choose the 16-bit color mode.
