Unable to drag image on my Adobe Photoshop CS3

Before I formatted my computer and installed a new license Windows 7 operating system, I have installed a pirated Adobe Photoshop CS3 in my computer and I am able to drag an image on it to open the image file.

And now I am using a single exe file of Adobe Photoshop CS3 in my USB drive, and I cannot open image file by dragging.

I took the version Eclipse IDE for Java EE Developers which is 125 MB, but I do not know what the exact version is? My concern is that I just can not switch its language to French.
