Hi.  I want to make a Symbian app for my Nokia 603 that has 2D/3D graphics HW accelerator with OpenVG1.1 and OpenGL ES 2.0 GPU and Symbian Belle OS.  Do I have to pay for Symbian Sign to get certification from Nokia?

I have a Samsung S8000 Jet that has a Qualcomm MSM6246 chipset, 800 MHz CPU and Class 12 GPRS.  I use data with the Three network here in the UK.  Why can't Skype on Three Samsung Jet connect to the network?  Anyone having the same problems?
