Getting "e800042c" error when starting IBM P8 Process Engine with NetBIOS disabled.

The IBM P8 Process Engine 4.5.0 server has a dependency on NetBIOS, which is documented in the IBM P8 documentation.  How can I fix this problem? Help me.

I am not allowed for any mods to E:/Program Files

1: All permission just disappeared to delete, change, remove or move. I am running these programs in E:/Program files on Windows 7.

2: Why can’t I have full control on the new folder which I can create with full control?

3: I still have no permission to access the data in “WinTotal” if I reinstall the existing programs.

I tried to launch the Microsoft Special Effects Software the following error 103 message appeared. Why do these kinds of errors refer to QX5 microscope? I reinstalled the product could not fix this issue. I disconnected the microscope and reboot my computer then reconnected the microscope but the problem remained same. I would be grateful to you.
