Time Scheduler is an inbuilt feature that comes with Windows 7. To access it, you click on start button, go to control panel, click system and security. Then go to administrative tools and double click Task Scheduler icon. The application will either load automatically or prompt for an administrative password. After that click on action menu and select create basic tasks.

You can type a name for the task you want to schedule and schedule it based on calendar, common recurring events or specific events. If to start a program automatically click start a program and then click next, browse for the program and click finish.
