How to enable PCI port when using safe mode?

I am trying to activate my Bitdefender antivirus and it requires me to reboot my computer using safe mode. My problem is that i cannot use my internet dongle with safe mode because my PCI ports are disabled. Is there any way I can enable them in safe mode and be able to use my dongle and activate my antivirus?

How to enable PCI port when using safe mode?

Run your computer on "BIOS"  mode. Select/ highlight "Hardware" section and press enter. Select the PCI slot that you want to enable and press Enter then highlight the Enable option and press Enter. This will then enable your PCI port. Highlight the option "Save Changes and Exit" then press "Enter." Your computer will automatically reboot.
