It must be some kind of bug and not related to the processor, that's why it is stuck. You can try to clear the CMOS. After that back up boot and reset CMOS. It will matter to check all the latest updates for Bios after that.

If you upgraded the processor of your computer, check that the new processor is compatible with your motherboard. You always need to check the specs of the motherboard before upgrading anything. Many things can happen when you installed a component higher than what is supported. Things like unable to turn on, incorrect memory detected, unstable performance, and others.

After checking the motherboard and the processor you indicated, there shouldn’t be any problem. Here are the specs of your ECS G31T-M2 motherboard:

Your new Intel Core 2 Duo E7500 processor is pretty much compatible. It is a socket LGA 775 processor at 2.93 GHz clock speed with 1066 MHz FSB and 3 MB L2 cache. If the CPU doesn’t turn off after shutting down the computer, check that the processor is inserted properly. Try putting back the original processor then see what happens.

If it works properly and you can shut down everything, put the new processor again. If the result is the same and you can’t shut down the computer, try replacing the processor or return it.
