Hello, Jonathan!

It must be some kind of bug and not related to the processor, that's why it is stuck. You can try to clear the CMOS. After that back up boot and reset CMOS. It will matter to check all the latest updates for Bios after that.

If you upgraded the processor of your computer, check that the new processor is compatible with your motherboard. You always need to check the specs of the motherboard before upgrading anything. Many things can happen when you installed a component higher than what is supported. Things like unable to turn on, incorrect memory detected, unstable performance, and others.

After checking the motherboard and the processor you indicated, there shouldn’t be any problem. Here are the specs of your ECS G31T-M2 motherboard:

  • mATX form factor
  • Intel G31 + ICH7 chipset
  • Socket 775 architecture – supports socket LGA 775 processors (Intel Core 2 Quad, Intel Core 2 Duo, Intel Pentium Dual-Core, Intel Celeron Processor 400 sequence) with 1333/1066/800 MHz FSB speeds
  • Two (2) 240-pin DDR2 DIMM memory slots – supports up to 4 GB DDR2 800/667 MHz RAM
  • Integrated Intel Graphics Media Accelerator 3100
  • Integrated Realtek ALC885 6-Channel HD Audio
  • Integrated Realtek RTL8111B 10/100 Fast Ethernet Controller
  • Integrated VIA VT6308P IEEE 1394a (FireWire) port
  • Four (4) SATA connectors or ports
  • One (1) IDE connector or port
  • One (1) FDD connector or port
  • One (1) PCI Express x16 slot
  • One (1) PCI Express x1 slot
  • Two (2) PCI slots
  • Two (2) PS/2 ports
  • One (1) 9-pin Serial/COM port
  • One (1) 25-pin Parallel port
  • One (1) 15-pin VGA port
  • One (1) IEEE 1394a (FireWire) port
  • Four (4) USB 2.0 ports
  • One (1) RJ-45 Ethernet port
  • Line in, line out, microphone jacks

Your new Intel Core 2 Duo E7500 processor is pretty much compatible. It is a socket LGA 775 processor at 2.93 GHz clock speed with 1066 MHz FSB and 3 MB L2 cache. If the CPU doesn’t turn off after shutting down the computer, check that the processor is inserted properly. Try putting back the original processor then see what happens.

If it works properly and you can shut down everything, put the new processor again. If the result is the same and you can’t shut down the computer, try replacing the processor or return it.
