You'll need to signed up to web hosting and they will give you access called welcome email. This has an email address or username and password to let you log-in to the web hosting portal.

Upon signing to the web hosting's portal, they will provide you all the log-in credentials and most specially the link to where you log-in to your control panel.

Different web hosting site use different control panel log-in. You'll need to contact your web hosting portal support either via chat, email and or phone to request for welcome email log-in information.

Hostgator is one of the example of web hosting portal that offer web hosting. They are they one who will provide you the link and log-in information. They also have video tutorial and online support for technical inquiries and questions.

To access the Control Panel in your Windows 7 machine, you just click on Start;  then click on the Control Panel.  If you already have a Computer windows open, just go under Favorites, then click on Desktop, on the right where there are icons, Control Panel should be one of the options. Just double click on it and it should take you to the Control Panel.

Your Control Panel access may be disabled right now, that's why you can't access it. Go to Start and type regedit then press Enter. Look for this entry and click on it:

HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorer

Look for NoControlPanel and delete it. Close regedit and do a restart.

Hello,

You can login to the SeekDoNEt billing portal.  You need to upgrade the system, change credit card details, and purchase domain name and add-ons. The billing portal, login directly in to the control panel automatically and just allow you to manage the host to your system.

Create a website, ftp, and upload the file in your web and you change the asp.net version. The DotNetPanel, simply supports the host to the web and server maintenance.  Then try this step, you must login first to the Client Net and then click the My Service in the menu and the click the details icon on the right side and simply click the Login to the control Panel button from the icon.  Just mechanically log-in you to your account.
