What is Outlook Web Access and what does it do? Is there something I can do to ensure that my Exchange account cannot be accessed by other people after using a public computer?

Outlook Web Access is basically just having another means to access the Exchange email, let's say from work, when you are out of the office and you don't have VPN access. This works, to a user's perspective, the same way as other webmail servers like Yahoo, Gmail and others. What you do with the email accessed through the web will be reflected on the exchange server just like how it is when you access your email at the office using Microsoft Outlook. This would use certificates and a secured connection making it secured.

Microsoft Outlook Web access provide you to access you daily routine emails to go on one platform. You can configure all of your Email accounts to just one program and you will be able to get all of your mails like yahoo, Hotmail, Gmail and all other will be used on one platform. While you are using a public computer to access mails it can be done by just going to websites or the service provider and you can check you mails from there. But once you have Outlook you don't need to go to different websites you need to go to just one program and you will be able to see all of your mails on just one click. It is easy and secure also. I hope it will help you a lot to built your mind.
