How is it some DVD/minidvd/dvd-rw are not compatible with my LG cd/dvd drive. For instance my Imation /Sony mini DVD rw can be played on my Acer laptop Pioneer DVD dual drive but not on my pc? Even the regular size DVD have problems, and sometimes they play out of color, I’ve checked all the settings for region, speed etc., still they are being choosy on the disk I’m loading. Is it because of the disc brands or an upgrade is needed?

It's fairly normal for certain optical drives to be "choosy". Although we know each brand and make of optical drive is supposed to read discs the same way due to the same set of standards that should be followed, slight differences in calibration, degradation over time, minute changes in the values of electronic components all affect how these drives write or read data from discs.
Sometimes it is not the drive that is reading the disc that has the problem. Sometime it is the drive that is writing the data to the optical drive that is out of calibration. To determine which of the 2 drives is the odd one, test the DVD-RW on other drives to see if those drives read the disc properly. If your LG drive is the one that has the different behavior, then I suppose the only way to fix your problem is to have it replaced with a new one.
