Exchange Management Console Failure help

Hello experts,

We attempted to open ‘Exchange Management Console’ but failed. We got the following error message shown in the image. Please help!
 

Error:

An Active Directory error 0x8007203A occurred while searching for domain controllers in domain nordell local: The Server is not operational.
Name: "Nordell.local"
It was running command 'get-recipient -Resultsize '1000' .SortBy 'DisplayName' -Recipient Type 'Usermailbox'.

If this is the first time you encountered this error, try restarting the computer then try again. If still nothing happened on the next attempt with the same result, try scanning the computer for possible virus infection. Update your antivirus then run a full system scan on your computer.

Make sure that you include the folder System Volume Information in your scan which is found in the root of every drive.

If the system is negative for any sign of an infection, try checking your computer for any possible errors. Use a disk utility application to check the system. For a much thorough diagnostics on the system, use a disk utility application like PC Tools Performance Toolkit, Norton Utilities, or Norton System Works.
