I usually get an error trying to empty the recycle bin of my computer right after deleting my files.

I time it around a few seconds; however it can be a little longer since it was a large .htm file that I was trying to delete.

I have attached the error below that I have experienced:

                                

Error Deleting File or Folder

Cannot delete Dc38: It is being used by another person or program.

Close any programs that might be using the file and try again.

The problem seems that you are delleting a file that is recently or is being used by a program that you are currently using or is being used by the computer. If you have programs or applications that is currently running and you are aware of it you could try closing all these programs. After closing the problems try deleting the file.

If error persist then that file is being used by the computer itself to run programs automatically like (YM, aol, winzip, printer, etc). That's what we called start-up programs the programs that automatically runs even without being clicked. 

So if you know which program is using that file kindly close the programs then surely it will be deleted.

But if you are not sure which program then I suggest leaving it there cause it may be a very important file and will make your unit CRASH if it's gone.

Solution

  • Empty the recycle bin in safe mode. Or get Cleaner.
  • right-click the recycle bin, select Properties, set the slider for zero capacity. On the next bootup reset the slider to 5%.
  •  You could also use process explorer to search for "dc38" or whatever the file name is and then close the handle that is attached to it.
  •  You could download an unlocker program, like this one:
