What are the commands that will set the queue for packets at 75 when a packet is found interesting and needs a place to wait for the ISDN link to come up?

 Here is a sample output:

Router#show interfaces Ethernet 0/0

Input queue: 30/75/187/0 (size/max/drops/flushes); Total output drops: 0

Output queue :0/40 (size/max)…

Here in this sample there is no way that which packets is dropped. In troubleshoot input queue drop you must have to know that which packets fill in input queue. In the sample 30 packets are in queue interface 0/0 the show interface command is issued, the queue depth is 75 and 187 drops in the interface counter where last cleared.

The important thing is shared memory routers serious 1600 ,2500, and 4000 are also use the input queue for fast switched traffic. If the queue drop on these platforms that means all traffic uses the best switching path available. When ever input queue drop that means packet is process switched.
