App or device for blind people to read printed text

I was wondering if there was any device that would enable a blind person to know what is written in a printed text using any type of text to speech conversion. If there is such a device how does it work? Does it use a camera or scanner to get the text or any other way? Is such an app available for smartphones?

Hello Coshaun,

There are many apps across the platforms for visually impaired. They range from aid in navigation to recognition of currency to many other functions. Recently Media Lab at the MIT has developed a instrument called finger reader, where it can read out text from a printed source, It must definitely be using a camera, because, we are replacing the function of an eye. How ever the exact technical details are not yet clear in this regard.
