• Your administrator makes some settings to disabled the task manager for you.
• A virus may infect your computer and make the task manager disabled for you.

Task manager is not working. Already clicked on ctrl+alt+delete. The message appears the task manager is disabled by administrator.

2nd step is to download the ATF cleaner supported by Microsoft MVP.

Now you can find the DWord value “DisableTaskMgr”. 

By deleting this value you can enable the task manager for you.
