Windows server 2008 or 2012

As window server 2012 is powerful and have to handle less connection, but it is much slower than window server 2008.Probably the problem is inside our .exe (even if its the same for both the machines) but we're thinking that the problem can be Windows 2012 too. Does any one have idea about the what is the difference of this purpose? Kindly help me, I will be thankful to you.

Window server can maintain only one directional streaming between two or more then the two users but they need to be connected to the same machine.
You can check the performance by going to the performance monitor.
The server has 1gpbs to the internet and also we generally use the 3 or 4 Mbps. The differences in the performance is not the easy, When a user is login in less than the 100ms  and on the 2nd machine same login in less than 3 seconds. Login will not only slow that connection, but it will also slow the entire connection.
