Windows 7 Stuck on screen

2 days ago when I started my computer it got stuck on the "Starting Windows" screen.  I had to force power off and reboot. Using 'system repair' it finally went to the desktop.  But every time i turn the computer on this happens.  Should I just format my computer? I had computer problems in the last month had to have it repaired twice! So I'm not sure if this is a continuing issue with my PC or if it's Windows.  

I'm running Windows 7 Ultimate Edition 32Bit

Hello Ember,

                 In your problem,  here are my ideas. Try to clean your computer using Tune up utilities, and Ccleaner. and try to scan your computer using "CheckDisk and Defragment". if this idea did not fixed the problem of your computer. Then try to troubleshoot and diagnose the problem. Try to change the Power Supply of your computer. If  the problem persist, change the RAM (Random Access Memory) or upgrade RAM (Random Access Memory).  If the problem is still there. Try to format your computer, delete all partitions, and create another new partition. after formatting. Update you "Windows" using "Windows Update" found at the "Start Menu". let the windows update find the soft and application that suitable for your computer.

Try opening first the operating system using the Safe Mode. To do this, press F8 continuously why the system boots. Then open windows in safe mode. Back up your files and format your PC. Attach your hard disk to another computer when you can't access safe mode.

Just reformat your PC because its obvious that your computer is infected by virus. When you repaired your operating system, the virus is still there in the hard disk. When you opened a particular path in the hard disk, it triggered the virus that causes your computer to stay on the Windows Starting Screen.
