Basic requirements for MS Office 20013 are the following:

1GHz or faster processor, 2GB of RAM, 3GB of space on your hard drive, DirectX10 graphic card with the 1024×576 or higher monitor resolution and one of the following operating systems: Windows Server 2008 R2 (64-bit), Windows 7 (either 32-bit or 64-bit), Windows Server 2012 (64-bit) or Windows 8 (either 32-bit or 64-bit).

So even though your computer configuration is fine and you are able to install the MS Office 2013, you should firstly upgrade your operating system to Windows 7 or higher.
