What does Windows XP wscui error mean?

Hello fellow members.  I recently updated my Windows XP from SP2 to SP3.  I now cannot access the Security Center as I am getting an "An exception occurred while trying to run Shell32.dll,Control_RunDLL wscui.cpl" error.  What does this Windows XP wscui error mean and do I have to reinstall SP3?

Hi Dorothy, technically wscui.cpl is an extended program crucial for running Windows internet explorer, an any subprograms that would lead to the internet explorer cannot be opened if you are having a corrupted file such as the wscui. Best troubleshooting and repair would be to uninstall and reinstall the windows xp sp3. Please make sure to take note if there are any prompts or warnings during the un-installation and reinstallation process.

It seems that the installation of your SP3 got corrupted. What you need to do is to uninstall it first. 
 
Steps For Windows XP:
 
Go to control panel, Choose Add/Remove programs.
Scroll through the list and select Service Pack 3 and uninstall it.
 
Once uninstalled, update your windows first.

After the updates are installed, then try installing Service Pack 3 again. Check if the same error pops up.
